RECENT POLICY CHANGES IN THE EPG
MoDOT has made great strides to build a good transportation system and increase taxpayers' trust in its ability to deliver what was promised. Innovative concepts, such as practical design and design-build, were used to deliver those commitments and have made MoDOT a leader in the transportation industry.

These forward-thinking, innovative concepts are reflected in the ENGINEERING POLICY GUIDE (EPG). This document provides a single reference for all engineering and engineering-related guidance by combining the former Right of Way, Design, Bridge, Construction, Traffic and Maintenance manuals.

MediaWiki, the engine behind the Wikipedia on the World Wide Web, is the software delivering the EPG. Millions of hits on the EPG endorse this format to be easy to navigate and pleasing to read. A small HELP ARTICLE is included to assist with helpful hints on how to use the EPG as well as other points of interest.

Aggregate Surfacing Measurement by Weight

12/7/09: Both "small" and "large" measurements have been combined into one measurement to reflect current practice. Also, Form C-214 is no longer being used, thus affecting guidance in 239.21.1 Resident Engineer's Office, ITEM NO: 310-X0.02 (310-X0.06) and several items in EPG's Section 400 .

Pedestrian Pushbutton Detectors

11/25/09: Expanded and updated guidance for pedestrian pushbotton detectors as well as new accessible pedestian signal information.

135.5.1 Wage Rate Compliance Checks

11/18/09: Guidance was updated to reflect that project documentation is now usually stored at the project office and that federal SSN rules have changed. Also, guidance for equipment rental with operator and purchase ordered work was added.

No Fluorescent Paint

10/29/09: The reference to fluorescent paint was removed from the Guidance portion of 620.3.2 Markings for Objects in the Roadway.

Measurement and Payment

10/27/09: How Central Office expects rounding to be performed relative to when work is posted to the job was clarified.

Slab Stabilization

10/22/09: New guidance for slab stabilization, including undersealing and slab jacking, has been developed to accompany new specifications (See Sec 625) and pay items.

Erosion Control Blankets and Turf Reinforcement Mats

10/22/09: Design guidance for specifying erosion control blanket types has been removed from 750.6 Erosion Control and Energy Dissipation and 806.7 Pollution, Erosion and Sediment Control and consolidated in Storm Water Pollution Prevention Plan (SWPPP). New pay items match the guidance in the SWPPP.

Project Core Team Certification No Longer Required

10/22/09: The Project Core Team Certification is no longer required. It has been removed from the EPG and the District Final Design Checklist.

Fluorescent Yellow Sheeting and Paint

10/20/09: Fluorescent yellow sheeting (instead of yellow) will now be used, as indicated, for example, in 903.6 Warning Signs, 903.8 Freeway and Expressway Guide Signs and 903.16 Traffic Controls for School Areas. Fluorescent yellow object markers and paint stripes, instead of yellow, will also now be used.

Material Allowance

10/20/09: The 80% limit on partial payments for structural steel material was removed.

Stockpiling Material on Bridge Decks

10/14/09: The contractor shall not be allowed to store any material on a bridge deck without the approval of the engineer.

Vertical Clearance

10/9/09: The guidance to Construction and Maintenance personnel for measuring vertical clearance and reporting to Motor Carriers has been reorganized for clarity.

Local Public Agency (LPA) Policy

10/6/09: The entire contents of the LPA is now presented in EPG 136.

Professional Land Surveyors and Survey Requirements

9/28/09: The professional land surveyor was removed from needing to review the grantee's survey of property conveyed to MoDOT under certain conditions.

137.10 Contract Information Archives

9/21/09: This new article provides additional guidance for the Construction and Materials' archival process. Additionally, 137.9.10 Retention of Records was revised to inform the user that the archive area is to be used for current contract data in addition to that for completed contracts.

Safe and Sound

9/17/09: Moved current Safe and Sound guidance to the Engineering Policy Guide.

Labor Compliance - Payrolls

9/14/09: The payroll requirements have been clarified. Payrolls do not have to identify all deductions on an employee specific basis.

Signs

9/11/09: The sight distance for the SCHOOL BUS STOP AHEAD sign (S3-1) will be determined with an 8 ft. object height. The size of the SPEED LIMIT sign (R2-1) for conventional uses is now 36 in. x 48 in. The use of the No U-Turn sign (R3-4) has been clarified.

140 Encroachments and Items Permitted on MoDOT’s Right of Way

9/08/09: This new article provides policy for right of way encroachments (Maintenance's RDS(D1)), monuments (Maintenance's RDS(D2)) and installation of banners on lighting poles.
