104.9 Environmental Considerations

By the time the scoping is completed for a given project, the appropriate environmental documentation will have been completed for the project. This is not to say that the project is clear and that additional work may not be necessary later in the process. However, the appropriate environmental document will be approved at this point. A location public hearing will be held and the location approved by the Commission, if necessary.

Therefore, any commitments that are required as a part of the environmental process shall be included in the scope of the project prior to the time that STIP commitments are made. Historic Preservation and Cultural Resources, 127.2, contains the guidelines and requirements for preparing environmental documents and should be consulted for additional details.
