Since traffic engineering concepts include roadway conditions, roadway designs, signing, striping, traffic control and so on, this article provides a single source on how to gather data for a traffic study and EPG links to implement resulting countermeasures. The HAL Manual, a tool for MoDOT personnel although only a supplemental document to MoDOT policy, is included in the article as is the Missouri Uniform Accident Report, the crash report used by law enforcement.
