District and Central Office staff must review and concur with the project concept, projected budget and timeline for implementation of the selected solution prior to programming any right of way funds, construction funds, or prior to making any project-specific STIP commitments.

Since identified needs are delivered to the project manager, with no assumption of possible solutions, it is necessary to include a step in the project scoping process for MoDOT management and planning staff to concur in the recommended solution. This concurrence point will occur early enough in the process to ensure that MoDOT resources are not wasted developing solutions that do not solve the identified need or meet the expectations of MoDOT management.
