MoDOT values the needs of all transportation users including pedestrians.  Safe, convenient and well-designed facilities are essential when pedestrians are in close proximity to roadway traffic.  Consideration for the provision of pedestrian facilities on MoDOT improvement projects occurs during planning, and design activities when [[Key Points 642.1 Pedestrian Facilities|specific conditions]] exist.  The design and installation of specific facilities is at the sole discretion of the director or the district engineer acting as the director’s designee.  The decision to provide or not provide a facility on any project will be documented.

Pedestrian safety needs to be considered on every MoDOT project, especially when pedestrians are expected in close proximity to roadway traffic.
 
Costs for new pedestrian facilities, including right of way construction and maintenance, may be funded by local jurisdictions, by Enhancement funds, other non-department sources, the department itself or any combination of these. State road funding will only be provided for those projects located on MHTC right of way.  Pedestrian funding arrangements for design, construction and maintenance must be addressed with a [[642.1 Pedestrian Facilities#642.1.1.2 Agreements|written agreement]] between MoDOT and a local sponsor.  Provision of pedestrian facilities will be considered on a case-by-case basis.
 
===Existing Facilities===
 
Existing pedestrian facilities disturbed by any MoDOT improvement will be replaced at MoDOT’s expense unless superseded by provisions of a previously executed agreement or permit.  Normal right of way and construction costs for this restoration will be included as a project cost for the proposed improvement.
